Can traffic be fully restored?

It depends on the cause. Manual actions, technical errors and failed migrations can usually be fixed. After algorithm updates, nobody can guarantee a full recovery: sometimes search results change for a long time, and the strategy needs to change with them.

Is an algorithm update the same as a penalty?

Not technically. A manual action is a penalty applied by Google's team and shown in Search Console; an algorithm update re-ranks sites automatically. The diagnosis and the fix are different, so we start by working out which one hit you.

Should we start deleting pages or links right away?

No. Acting without a diagnosis can make things worse. We find the cause first.
